There is Very little information about this item on the internet.

One ”self-proclaimed” Hanna Barbara expert said it was more than likely a free promo or a mail-away item because he has never seen one in any old catalogs, and other than the one he has he has never seen another until now. Probably a promo for the 1961 Boo Boo stand-alone cartoon or for the original radio program.

Personally I think it could be Something related to the Saturday morning cartoon time slot for Hanna Barbara toons called the ”Boomerang Hour” because it's a boomerang....
